财政对农村科技推广投入的思考——基于湖南省的调研

Analysis of the Financial Investment in Agricultural Science and Technology Promotion:Based on the Investigation of Hunan Province

农村科技推广是农村科技成果转化为相应社会和经济效益"最后一公里的努力",其首要问题是推广中资金投入的保障;国家财政的投入是当前农村科技推广中多元投入的主体,财政对农村科技推广的投入存在职能交叉,投入增长缓慢和资金使用效益偏低等问题,解决问题的途径是明确其投入范围、提高农村科技推广资金占农村科技总投入之比重,改进其资金安排方式、建立农村科技推广资金投入绩效考核的指标体系和规范其资金管理。

The primary problem of agricultural science and technology promotion,which is the dominant channel of transforming the corresponding scientific and technological achievements into social and economic benefits,is lacking of sufficient funds.Currently,the state＇s fiscal investments occupy the primary position in this promotion,though financial inputs in agricultural science and technology promotion still have many insufficiencies,such as overlapping functions,slow growth in investment and low efficiency in the use of funds.On such basis,this paper points out some countermeasures： to clear the range of financial inputs,to raise the ratio of promotion funds in total financial inputs of agricultural science and technology,to improve funds arrangements and to establish the performance evaluation index system of funds and standardize funds management.
