我国农业保险对构建巨灾保险制度的启示

The Enlightenment from Agricultural Insurance of China into the Construction of the System of Catastrophe Refund

纵观农业保险的发展历史,我们发现近几年开展的政策性农业保险试点工作在我国部分地区已初见成效,表明政策性农业保险的发展路子是成功的,有值得其他类似保险产品发展和借鉴的经验。作为同样利国利民的巨灾保险,明显落后于农业保险的发展。本文试图通过对农业保险和巨灾保险在风险特性、损失后果、救灾资金来源、风险防范措施、制约发展的瓶颈等方面进行对比,找到两者的共性,以期从农业保险的发展中找到一些对构建巨灾保险模式有利的启示。

Agricultural insurance of China had experienced a flexuous process. By studying the agricultural insurance development history, we found experimentations of policy agricultural insurance have given initial results. We want to use the successful experience of agricultural insurance for reference. The paper intended to find out some similarities and revelations by comparing agricultural insurance with catastrophe insurance in risk characteristics, losses consequences, relief funds, risk prevention measures and restricting the development bottlenecks etc.
