浏阳市株树桥水库自建成投产以来,担负着全市防洪与发电的工作重任。为进一步发挥水库综合效益,实施向长沙市城区供水工程,水库功能由防洪与发电向供水为主,防洪为辅,兼顾发电转变,笔者就该战略转型期建设一支高素质的干部职工队伍进行初步探讨。
