摘要
1981年4月29日，司法部發佈怖《關於爲港澳同胞回内地申請公證而出具證明辦法的通知》（［81］司法公字第129號），首次委讬阮北耀、何耀棣、胡百熙、陈子钧、翁家灼、張永賢、練松柏、廖瑶珠8位香港律师辦理港澳同胞回内地處理民事法律事務的證明，建立了中國委讬公證人制度。
1981 The Notice of Certificating Applying Notarization for Compatriots from Hong Kong and Macao Returning the Mainland （No. 129 of judicial public [81]） was issued by Justice Department on 29th April. Ruan Beiyao, He Yaodi, Hu Baixi, Chen Zijun, Weng Jiazhuo, Zhang Yongxian, Lian Songbai, Liao Yaozhu, eight lawyers from Hong Kong, are commissioned to handle the civil legal cases that are issuing the certificates of compatriots from Hong Kong and Macao returning the mainland. It viewed the establishment of China-Appointed Attesting Officers Svstem.
