摘要
抑制和清除腐败、建立廉洁政府是保证我国经济正常发展与社会文明进步的重要条件之一。廉洁政府建设是我国宪政建设的题中应有之义和必要条件。建设廉洁政府的工作必须跳出以前重心在于惩治贪腐罪犯的窠臼,必须在政府官员选拔选举、对权力进行制衡与监督等宪政的制度层面上来考虑该问题。
Fighting against corruption and constructing honest government is one of the important conditions which guarantee the development of economy and progress of social civilization of our country. Construction of honest government is the meaning and requirement of constitutional construction. Anti-corruption must jump out of the condition that punishing corruption criminals as the main method. Instead,it must focus on the constitutional thought of official election, the system of checks and balances and supervision of power, etc.
