摘要大萧条时期,美国青年问题凸显,艰难抉择中的罗斯福,在夫人的影响下,最终建立了全国青年事务管理局(NYA),并通过各州NYA对在校大学生与中学生进行了半工半读的资金援助,标志着联邦政府全面干预美国教育事务的开端。
