Proposing the justicial principle of fair opportunity in his book of ＂on justice＂ republished in 1971,John·Rawles,a contemporary American philosopher,considers all has fair opportunity for public employment and social position.The paper will probe into the social reasons of lack of opportunity of the vulnerable groups and propose some measurements analyzing his principle in view of fair opportunity.
