摘要
依托电大建设开放大学是符合我国国情和电大特色与地位的现实选择。科学定位地市级开放大学的性质与功能,合理选择地市级开放大学建设的策略与路径,是建设地市级开放大学的关键所在。
Relying on TV University,establishing Open University is a realistic selection which accords with the situations of our country and characteristics and status of TV University.To locate scientificly the nature and function of prefecture-level open universities,and select properly the strategies and the path is the key to establishing prefecture-level Open University.
