摘要
随着铁路的大规模现代化建设,新技术、新设备的逐步应用,现场职工的业务技能和实作内容急需更新;而铁路现场作业安全标准高,岗位职工业务学习的主动性差等现状,要求现场职工在掌握新技术规章、熟练操作新设备的基础上,不断实现自我提升。要想彻底解决这些矛盾和问题,就必须从制度建设、严抓落实和强化管理三个方面入手,认真做好现场调研、制定计划、明确目标、分步实施、扎实推进;借助激励杠杆,分级落实职责,推动流程再造,实现现场职工学习效果好、掌握规章牢、实作技能强的目标,为铁路现代化建设扫清人员素质不适应的障碍,为现场作业安全奠定坚实的人员素质基础,实现铁路又好又快发展。
