摘要
指出并分析了现在工业建设项目超概算的原因和危害性，根据当前改革形势，探讨了在市场机制下形成工业建设项目超概算内外部控制机制的形成环境。
The paper analyses the exceeding budgetary estimate reasons and harmfulness in the industrial construction project today,and on the base of the market economy reform of our country it also disccusses the environment for the outer and interior exceeding budgetary estimate control mechanism.
