维权与治权:县域视野中的群体性事件研究——基于X县三个个案的实证调查

Rights Protection and Governing Power:Researching Group Events from the Perspective of County——Based on Three Cases of X County

农村群体性事件研究成果丰富,而从县域政治视野探讨基层民众的维权与地方政府的治权问题的研究少见。通过对X县的实证调查研究发现,社会转型带来国家性与民众自主性的双重变迁,由此引发了国家与民众之间关系的冲突,进而导致了民众的抗争维权行动。然而弱化的县域治权,并不能有效地化解这种冲突。民众的抗争维权行动恶化了县域治理性资源的合理配置,进一步弱化了县域的治权,从而使维权与治权之间呈现出相互共生的逻辑关系。为此,进行结构性的变迁和治理性的转换是当前县域治理的重点方向。

The research results about the rural group events are abundant,but the research results are rare about rights protection of grassroots and governing power of local governments from the perspective of county.It was found from the case study on X county that social transformation brought on double changes of state and citzen independence,by which the collision between state and citizen was triggered,in quick succession,the actions contention for rights protection of citizen were broken out on a large scale.However,the collision can not be resolved effectively by weakening the county governing-power.The contention for rights protection of citizen deteriorated the reasonable distribution of county governing resource,which further weakened the county governing-power,and then came into being the interdependent relation between rights protection and governing-power.Therefore,the emphasis contents are the structural transition and governing transformation in the present county government.
