中小企业健康发展的对策研究——以上海市闵行区为例

Exploring the Strategies of SMEs' Sound Development in Minhang District,Shanghai

中小企业是转变经济发展方式、推进产业结构调整、实现科学发展的重要基础。在深入解读《国务院关于进一步促进中小企业发展的若干意见》的基础上,立足上海市和闵行区中小企业的发展现状,分析闵行区中小企业特别是民营中小企业发展存在的问题,提出了通过完善创新体系、促进中小企业转型升级、拓展融资渠道、集聚人才优势等方式实现中小企业的持续健康发展。

Small and Medium Enterprises （SMEs） have played a vital role in transforming the mode of economic growth, promoting industrial structure rationalization to fulfill the aim of scientific development. Through an indepth interpretation of ＂The State Councilg Several Suggestions on Further Promoting the Development of SMEs＂ , the paper investigates the existing problems the SMES, especially the private SMEs, are confronted with based on the current status of SEMs in Shanghai and Minhang district, and then proceeds to propose some methods, including improving an innovation system, promoting the transformation and upgrading of SMEs, opening more channels for raising funds, and attracting talents, etc. , to maintain a sustained, sound development of SMEs.
