浅议地质勘查单位财务集中管理

Discussion on Financial Centralized Management in Geological Survey Units

随着市场经济体制的逐步完善,地勘单位财务管理普遍存在资金、财权分散,银行帐户、财务机构过多,财务人员观念落后、管理内容不足和财务监控体系不健全等问题。本文从建立健全财务管理制度,保障统一执行、实行全面预算管理、实行资金的集中管理,强化资金控制等,以实现地勘单位整体利益的最大化等方面入手,论述了地勘单位实施财务集中管理的必要性,并对财务集中管理的实践提出了一些看法。

Aiming at the problems such as decentralized capital and financial power,excessive bank accounts and financial institutes,out-of-date ideas of financial personnel,inadequate management contents and imperfect financial supervision system,the author elaborates the necessity of financial centralized management in geological survey units and puts forward some ideas of implementing financial centralized management to achieve maximum benefits from aspects of establishing perfect financial management system,guaranteeing unified execution,implementing comprehensive budget management and capital centralized management,and strengthening financial control.
