清政府中央练兵处成立后,将经费等措作为压倒一切的"急务",其经费筹措办法,前后存在比较重大的变化。然在中央和地方财政支绌的情形下,筹措巨额的练兵经费,势必会激起中央和地方以及省际之间的矛盾。面对地方督抚的暗中抵拒、练兵经费筹措遇到了相当的阻力,客观上削弱了练兵绩效的发挥。

After the establishment of the Central Training Bureau,financing was regarded as the overriding ＂priority＂.There were significant changes in their financing methods before and after.However,in the situation of financial shortage both of the central goverment and local administrations,financing huge amount of training funds,is bound to arouse the conflicts.In the face of local governors＇ resistance secretly,financing of training funds met with considerable resistance,objective weakening military training＇s performance.
