转变地方政府职能,促进地方经济发展——以广西北部湾经济区发展为例

Transform the Function of Local Government and Promote the Development of Local Economy——Take Guangxi Beibu Gulf Economic Zone as Example

随着广西北部湾经济区的强劲增长,地区间分工不合理、政府间合作不足等问题日益凸显,但这些问题不能通过简单的行政区划调整来解决。要根本地解决行政区划所带来的问题,实现1+1+1+1+1+1>6的功效,还得通过转变地方政府职能,加强南北钦防等6市政府间的合理分工与共同合作,完善利益调节机制,切实做到信息公开和鼓励公民的积极参与等措施来推动广西北部湾经济区的发展。

With the robust economic growth in Guangxi Beibu Gulf Economic Zone, some problems such as irrational division of different regions, insufficient cooperation between governments are increasingly noticeable. But these problems can not be solved simply by adjustment of administrative divisions. To basically solve the problems brought forth by administrative division, so as to achieve the efficiency of ＂1 ＋ 1 ＋ 1 ＋ 1 ＋ 1 ＋ 1 〉6＂, we shall transform the function of the local government, strengthen the rational division and cooperation of the local governments of the six cities within this Economic Zone, improve the adjustment mechanism of the interests, open information flow and encourage the active participation of the citizens so as to promote the economic development in Guangxi Beibu Gulf Economic Zone.
