摘要
在国家统筹城乡发展的背景下,学前教育的均衡发展成为热点问题。学前教育均衡发展的缘起与动力有:统筹城乡发展、全面建设小康社会的时代诉求;合理配置教育资源、实现教育公平的热切盼望;对每个儿童公平发展的保证。学前教育均衡发展要遵循给予原则和权力与义务相当原则。均衡发展的途径有:突出政府在学前教育发展中的职责;改革学前教育管理体制;调动社会力量,科学、合理办园。
under the background ofnational coordination ofurban and rural development in China,the balanced development of pre-school education has become a hot issue.And its motivations go as the follows:comprehensive construction well-off society appeal for it;people are eager to achieve educational equity and allocate educational resources rationally;equitable development of each child is ensured.Balanced development of preschool education should followthe principles of giving,quite rights and obligations.Balanced development approaches are as follows:the prominence ofthe government's role in the development ofpre-school education;reforms of pre-school education management system,mobilization ofsocial forces,runningkindergartens in a scientific and reasonable way.
