摘要
以乡镇政府的群众信访为着眼点,在分析乡镇群众信访困境和忽视群众信访危害的基础上,提出在目前信访制度改革没有重大突破的情况下,应重点提高乡镇政府部门对群众信访的回应能力,以积极的姿态对待群众上访,在解决问题有限的信访制度下,尽最大的努力获取信访人的宽容和理解,才能化解矛盾。
This paper analyzes the predicament in people's complaints about unfair treatment through letters and visits in towns and villages as well as the harm caused by the neglect of people's complaints from the angle of township governments' reaction toward people's complaints and proposes that the township governments should enhance their ability to respond to people's complaints with active attitude under the current situation that no major breakthrough has been made in the present system reform related to people's complaints to government through letters and visits and the township governments should try their best to gain people's tolerance and understanding under the current system which can not solve all the problems so that the contradiction can be resolved.
