摘要
本文针对美国TSCA就新化学物质监管检查情况进行了分析。对TSCA的历史背景、在美国化学品和新化学物质管理中的重要作用、EPA相关部门在TSCA执行过程中的作用和职责、新化学物质检查的一般流程等进行了研究，并简要介绍了审计政策、SEP等的实施和积极意义。希望对我国新化学物质监管工作起到一定的借鉴作用。争取取长补短、合理利用，为我国环境保护工作特别是化学品管理工作提供一些帮助。
TSCA plays an important role in US chemical and new chemical substances management. This article analyzed the current status of enforcement on new chemical substances and introduced the background and the function of TSCA; the responsibility of related departments of EPA in TSCA＇s implementation and the general process in new chemical substance enforcement. The brief introduction of audit policy and SEP were also included. Through this study, we hope to provide useful information for new chemical substances enforcement in China and help to improve the current new chemical environmental management system.
