摘要
分析了煤炭企业人力资源管理中人才总量少且整体素质低、结构不合理的现状;指出了人力资源管理中人才短缺的原因、管理体制僵化及机制不健全的问题及成因;提出了加大外招人才力度,在人才招聘、选拔、晋升、奖励等方面坚持"公开、公平、公正"的原则,使用好现有人才,提高员工队伍文化素质,建立有效人才激励机制的对策。
This article indicates the current situation that the lack of talents,the lower of overall quality,and the unreasonable structure in coal enterprises' human resources management.And the author also analyzes the reason for shortage of talents,and the problems of rigid management system and imperfect machanism.So this article encourages to increase recruiting talents from outside,and insists on principle "open,fair and just" in the parts of recruitment,selection,promotion and rewards.We should make good use of existing talents,improve the cultural quality,and establish an effective incentive mechanism.
