Buddhism highlights political function from the very beginning.The history which is spread by Buddhism closely relies on it.In order to maintain ethnic,social integration and the development of Buddhism,Tibetan Buddhism first created unique political system,such as unity of politics and religion,and reincarnation of living Buddhas,which also play an important role in cultural exchanges.
