摘要
ICZM是为满足对沿海资源近期利用的需求与资源的长期供给而设计的一种管理体制,已被确定为实现持续发展的一项重要手段.本文以县域空间尺度为研究对象,分析了玉环县实施ICZM的基础条件,例举了近年来开展ICZM活动有关的计划、手段、对策等方面的具体行动,并运用现代管理学的原理和方法,对ICZM体制的管理模式、机构设置、组织形式(包括地位与基本任务)、管理体系作了初步研究;系统地阐述了ICZM运行机制的运行模式、要素间的相互关系及其功能类型.最后提出了完善ICZM体制与运行机制的若干对策方案.
ICZM is a kind of management system of organization designed to utilize of coastal resources. It is an important method to realize the sustainable development. Taking the spatial scale of the county as an object of study, the paper analyses the basic conditions of Yuhuan to realize ICZM, gives many examples of concrete ICZM actions, such as plans, methods, etc. This thesis has preliminarily studied ICZM management model, organization setting, form of organization , management system, and discussed the ICZM operating model, the relations among the various elements and their function types. It finally advances several options of improving the ICZM system of organization and the operating mechanism.
