从“居者有其屋”到“住有所居”——论我国住房保障的目标及其实现

From "Home Ownership Scheme" to "Home to Live in"——Analysis the Aim and Realization of Housing Security in China

关注百姓住房困难、保障公民居住权益是当前最受关注的民生话题,也是各级政府工作的重点。从我国实际出发,确立合理的住房保障目标,对于解决我国住房问题的长远发展有着极为重要的现实意义。近年来,我国住房保障目标经历了由"居者有其屋"到"住有所居"的科学转变。"住有所居"目标的实现,不仅需要建立包括普通商品房、保障性住房、公共租赁房等在内的多层次住房保障体系,更需要尽快制定住房保障立法,通过法律的手段维护公民的居住权益,满足广大中低收入公民的住房需求。

Focusing on housing difficulty for common people and ensuring public residence interest are the main issues at present,and they are also the key point for work of all levels of government.From the practice view,it is meaningful for establish the reasonable aim of housing security to resolve the housing problem in the long development.Recently,the aim of housing security has changed from the ＂home ownership scheme＂ to ＂home to live in ＂,and the realization of ＂home to live in ＂ not only involves establishment of various levels of housing system such as common commercial residential building,low-income housing and public renting housing.Moreover,the legislation for housing security needs to be done at once,which will satisfy the housing demands for low-income people by the method of law to maintain the housing interests of people.
