企业安全生产风险处置量测模型的建立与应用 被引量:3

摘要 为了更好地保障企业安全生产,基于降低风险对提高安全生产的重要性,探讨评价及衡量风险处置计划有效性的方法,提出风险处置量测模型。该模型分析风险值大小、控制措施是否能够在预期时间内完成,风险处置计划的执行能否达到预期目标,风险处置计划中的控制措施是否容易在该企业实施4个方面的情况,经过逐层量化计算,由紧迫程度和适用程度最终确定风险处置计划有效性。并在一个模型应用实例中,给出其计算过程。结果表明:利用该模型对企业风险处置计划有效性量测的结果,符合该企业实际生产运营状况,参数的选取和模型的构建是有效的。 For the purpose of guaranteeing enterprises safety production,the methods of evaluating and measuring the effectiveness of risk treatment plan were discussed based on the importance of risk reduction to safety production.An effectiveness measurement model for risk treatment was proposed from 4 aspects,which include risk values,whether the control measures could be accomplished in time,whether the performance of risk treatment plan could achieve the expected goals,and whether the control measures could be performed in the enterprise easily.Through layered and quantified calculation,the effectiveness of risk treatment plan was determined by pressing degree and fitness degree.On this basis,the calculating process was given in a practical example.The results show that the effectiveness of the enterprise's risk treatment plan is in accord with its actual operational situation,which demonstrates that the selected parameters and the constructed model in this paper are effective.
