我国国家药物政策制定的研究

Study on the Development of China National Drug Policy

目的:促进我国尽快制定完善的国家药物政策(NDP)。方法:采取文献研究方法和比较制度分析法,对世界卫生组织的NDP指南和多个典型国家制定的NDP及其国情进行研究。结果与结论:在对比分析各国国情和NDP目标、框架的基础上,提出影响各国NDP制定的主要因素有经济发展水平、医疗保障情况及制药行业发展水平三方面,并根据这些影响因素进一步分析了我国有关国情,建议我国NDP的目标应包括改善药品的可及性、保证药品安全性和提高药品质量、促进药品合理使用、促进制药行业可持续发展、加快中药发展等五方面。

Objective：To promote the development of sound national drug policys（NDPs）of China as soon as possible. Methods：To study the WHO NDP guidelines and typical countries’NDPs and their national situations through literature research and data analysis. Results and Conclusion：Based on the comparison of the national status,the objectives and framework of NDPs of these countries,the major factors influencing the development of NDPs were put forward,such as the level of economic development,the situation of medical security and the development level of the pharmaceutical industry. On this basis,the current status in China was analyzed and targets of the national drug policy were projected including improving drug accessibility,ensuring drug safety, improving drug quality and rational use of medicines,promoting the sustainable development of pharmaceutical industry,and accelerating the development of traditional Chinese medicine.
