从世界范围看,伦理委员会为保护人类受试者的重要组织,是人体试验法律制度中的重要部分,但其实际运作存在不少问题,影响其对人类受试者的保护。目前,各国都开始重视对伦理委员会的监督制度的构建。通过分析美国的相关制度,并就我国医疗技术人体试验法律制度中对伦理委员会监督制度的构建提出建议。

Around the world, Independent Review Board（IRB） plays an important role in protecting human subjects. However, there are many problems with the practice of IRB. Thus IRB＇s responsibility is affected.
