"十一五"期间,中国经济持续高速增长,带动成品油消费快速上升;同时行业监管逐步规范,发展质量稳步提升。主要体现在消费增长结构改变;资源保障能力进一步增强;物流领域取得明显进步;零售业务深入发展,非油业务快速提升;市场竞争格局基本稳定;成品油税价机制进一步完善;油品质量升级步伐加快;替代能源发展良好。展望"十二五",中国经济将保持较快增速,汽车消费加快普及,成品油行业仍将处于黄金发展期。随着成品油消费规模的不断扩大,行业发展将呈现有序发展、规范竞争的良好格局。主要发展趋势是成品油消费弹性系数将趋于下降;炼油经济规模扩大,竞争不断加剧;零售竞争更加突出品牌、便捷、安全、服务;油品质量升级继续稳步推进;价格形成机制进一步市场化;行业监管更加规范,市场竞争更加有序。
During the 11 th Five-Year Plan period China’s rapid economic growth drove petroleum product consumption rapidly upward; at the same time regulatory supervision has gradually increased and development has steadily rationalized. This is evident in the following respects: consumption growth is being redirected; resource adequacy has further strengthened; logistics has improved significantly; retail consumption continues developing; non-oil content of the business is increasing rapidly; market competition is basically stable; the mechanism for taxing petroleum product consumption has become more effective; oil quality is being upgraded at an accelerated rate; and use of alternative energy is progressing. Under the 12 th Five-Year Plan, China’s economy is expected to maintain fast growth, use of cars will be ever more widespread, and the oil industry will continue its golden age of development. Not only the scale, but also the quality of oil consumption will continue steadily increasing. Development and competition in the industry will be orderly and well regulated. The trend will be manifested in the following ways: the oil consumption elasticity coefficient will drop; both the scale economy and the competitiveness of the refining business will increase; retail competition will increasingly be between big brands on the basis of convenience, safety, and service; oil quality will continue to steadily upgrade; pricing will be increasingly marketized; and the industry will be subject to increasing regulatory oversight and more orderly market competition.
