民国初年地方行政制度的调整

The Adjustment of the Local Administrative System in the Early Years of the Republic

民国初年,北洋政府拟对地方行政制度进行调整,北洋政府、参议院、地方政府、社会舆论等对此进行广泛的讨论。讨论中达成一致意见的是减少前清地方行政制度的层级,分歧是废省存道抑或废道存省。经过两年多的酝酿讨论,北洋政府于1914年5月以法令的形式,宣布地方设立省、道、县三级行政制度。

In the early years of the Republic, Beiyang government intended to adjust the local administrative system. Different groups had discussed the issue extensively, such as Beiyang government, the senate, local government and the public. They got the same conclusion that it could reduce the number of the local administrative system＇ level. But they differred from that which they should abolish between the province and dao. After more than two years of considerations and discus- sions, Beiyang government announced that the local district establish the three-levels administrative system including province, dao and county in the form of law in May, 1914.
