Ni Sichong and Bengbu Temporary Conference

学界长期以来认为大总统冯国璋1918年1月南下,车行至蚌埠,被安徽督军倪嗣冲武力拦截,总统只得悻悻返京。实际上,冯国璋车至济南时,山东督军张怀芝就建言选择在蚌埠会合。抵达蚌埠的当天,倪嗣冲主持召开了临时军事会议,议定了北军南下的相关决议。倪嗣冲并非简单鲁莽拦截总统了事,而是团结北洋同仁,力促总统颁发讨伐令。然而,因冯国璋的优柔寡断、明战暗和,蚌埠临时会议并未收到预期效果。

For a long time, academic circles thought that president Feng 1918 and intercepted by Ni Sichong ,Anhui military governor. So Guozhang went south in January he returned to Beijing unpleasantly. Actually, Zhang Huaizhi, Shandong military governor, already suggested that they may gather in Bengbu when Feng Guozhang arrived in Jinan. At the same day of Feng Guozhang＇s arriving in Bengbu, Ni Sichong managed to hold a temporary military conference and arrived a relative agreement about the north armed forces going down to south crudely intercepted president to settle down things but unified the Ni Sichong not just simply and Beiyang colleagues to persuade president issuing the punitive expedition command .But the Bengbu Temporary conference not achieved the expectant effect because of indecisive attitude and the policy of pretending to have wars but actually insist peace of Feng Guozhang.
