To construct a Marxist learning Party is a strategic choice of CPC, which is an internal demand of CPC in the process of enhancing its ruling capability and advancing quality. The fundamental work of building up a learning Party is to build up learning organizations in the Party. As a result, it is a foremost task for the Party to push forward the activities of ＂Striving to the First and the Best＂ that serves as an effective platform of constructing a learning Party. To enhance the executive capabilities of the Party, it is necessary to make use of the activities of ＂Striving to the First and the Best＂ and combine it with activities of constructing an effective learning Party in the process.
