地方国库现金管理模式研究——以江山市为例

随着国民经济的快速发展以及国库集中收付制度在各地的稳步推进,地方国库存款余额持续高位运行,同时,各地方政府广泛发行地方中长期债券,这在降低国库资金使用效益的同时,也增加了地方政府的运行成本。本文以江山市为视角探讨我国地方国库现金管理模式的选择。

Along with the rapid expansion of national economy, steady progress was made in the system of centralized collection and payment by the state treasury. Local treasury deposit outstandings continue to run high. At the same time, local government issued a large amount of medium-to-long-term debentures, which reduces the efficiency in the use of treasury fund, and increase operation cost in return. This article, in the view of Jiangshan City, probes into the options of local treasury cash management mode.
