On Optimization of Medical Equipment Utilization --In Order to Promote the Development of Township Hospitals

医疗设备的意义在于使用，而不在于拥有，必须将此纳入政策制定的考虑。获取医疗设备使用权成本低于获取医疗设备所有权成本，符合乡镇卫生院自有资金不足、财政投入有限的实际情况。探索、开展医疗设备租赁招标、医疗设备融资租赁招标、在乡镇卫生院问建立医疗设备区域共用中心等方式，有利于提高资金利用率，加快乡镇卫生院的发展。

Use but not possession is the value of medical equipments, which should be considered in policy--making. The cost of acquisition of right to use is lower than that of ownership. This tallies with the actual situation that township hospitals have few self--owned capital and financial input is limited. Bid leasing and biding finance leasing for medical equipments and building regional medical equipment sharing center could promote fund utilization rate and the development of township hospitals.
