摘要
国家战略石油储备在石油安全体系中具有基础性作用。本文将战略石油储备的主体、管理和时间分层,以美、日、德、法等国家作为研究对象,指出不同层次的具体特点,找出其中的共同特点和各国特色。这对于找到适合我国石油储备的运作模式、管理流程和动用方式具有借鉴意义。
Strategic petroleum storage is provided with importance in petroleum security system.This paper introduces the petroleum security system to be classified by Principle,management and timing.The United States,Japan,Germany and French are the object for analysis.It indicates the common and special characteristics.This is helpful for us to find operation modes,administrative procedures,mode of delivery for Strategic petroleum storage.
