摘要
20世纪80年代以来,我国村级治理方式在不断地发生变迁。与此相适应,村级治理人才的需求标准也发生了从"对上级的忠诚"与"有人际网络关系"到具备较强协调能力,再到"头脑灵活"、"执行力强"的转变。在城乡一体化建设的背景下,原有的治理人才需求标准的缺陷与现有的治理人才由于年龄、文化程度、政治思想、管理技能上的不足,使当前的村级治理陷入了困境。为此,成立专门的机构对村干部开展有针对性的培训,加强"本土化"村干部后备人才队伍的选拔与培养,在条件成熟的相关院校开设"城乡治理"专业集中培养适应农村基层组织发展和城市社区管理的专门人才已迫在眉睫。
80's,China‘s village governance in the constant changes.To adapt,village governance standards in the demand for talents from the "loyalty to the higher level" and "some of the network" to have a strong ability to coordinate and to the "flexibility","the strength of Change".The integration of urban and rural areas in the context of the original management deficiencies and the existing manpower demand standards of management personnel,because of age,political and ideological education,management skills,so that the current level of village governance in trouble.To this end,the establishment of specialized agencies of the village cadres targeted training,strengthening village cadres "localization" reserve personnel selection and training,in conditions of rural and urban governance related institutions set up a "professional training to focus on rural development and urban community management expertise is imminent.
