Open educational resources(OER) expand access to education by providing learners, especially those who cannot benefit from traditional education opportunities, with high-quality learning materials. With Carnegie Mellon University's Open Learning Initiative(OLI) as an example, the article first analyzes the application of OER to meeting the learning needs of individual learners as well as OER's design and application models and features. It is argued that OER online courses can contribute to traditional classroom teaching and reshape the instructional model of higher education. The importance of teachers is also highlighted in OLI,in particular in terms of their facilitating roles in online courses. The article concludes that the design of online courses should be informed by cognitive science with multidiscipline perspectives and continuous course evaluation and feedback in order to ensure course quality.
