Policy Adjustment,Dynamic Development and Improvement of the Welfare of Low-income Core

"民工荒"在全国范围内的出现是解决收入差距问题的重要转折点,为改善收入分配格局提供了有利的市场条件。缩小收入分配差距,需把握好两个基本原则:一是追求收入分配平等时应以人为本,以提高低收入者福利为核心;二是追求收入平等时应有动态和发展的眼光。基于此,需慎重考虑对高收入者的税收调节;建立健全职工工资的正常支付保障机制,避免刚性工资目标的设立;正确看待对垄断行业实行的工资管理;对促进农民增收的手段进行调整。

The labor shortage observed across the country is an important turning point for resolving the problem of rising income gap,creating a favorable policy environment.To narrow the income gap,we need to grasp two basic principles： first,the pursuit of equality of income distribution should be people-oriented in order to improve the welfare of low-income core;second,the pursuit of income equality needs dynamic perspective.Based on this,we need to consider carefully the tax adjustment on high-income core;establish and improve the security mechanism the normal wages of workers to prevent the establishment of rigid wage targets;correctly view the wages management in monopoly industries;adjust the means of increasing peasants＇ income.
