水资源管理协作机制观察:流域与行政区域分工

The Observation of the Cooperation Mechanism of Water Resources Management:the river basin and the Administrative Regional Division

我国水资源管理实行流域管理与行政区域管理相结合的管理体制,这种体制适合我国国情,但是由于目前缺乏流域与行政区域之间分工协调的制度化建构,导致流域水资源管理存在诸多障碍。在府际关系网络理论的基础上,提出集成式流域管理模式,即建立由流域管理机构主导的流域协作机制,妥善处理流域管理机构、地方政府以及国家职能部门之间的关系,形成平等协商、分工负责、事权清晰、沟通顺畅的管理体制。

The water resource management system of China is the combination of river basin management and administrative regional management,which is suitable for the national conditions in China.But owing to the lack of institutional constructions of coordination between river basin and administrative areas,there are many obstacles in the river basin water resources management.An integrated river basin management mode is proposed in this paper based on the theory of intergovernmental relation network,namely,to establish the river basin cooperation mechanism dominated by river basin administrative agencies,properly handle inter-governmental relations among the river basin administrative agencies,local authorities and other state functional departments,form the management system with equally consultation,clearly division of responsibility and powers and efficiently communication.
