The nature of The Communist Party of China determine its ruling to achieve ＂right of the people＂.With the improvement of social productivity,people＇s lives will be followed through living conditions,development conditions and qualifying conditions.The target of the right to use will be followed through government of the people,for the people and civil rights.The way of the right to use will be followed through strengthen,purification and transformation.
