论海峡两岸宏观经济政策合作及政治保障

On the cross-strait cooperation in macroeconomic policy and its political guarantee

ECFA为海峡两岸实行"宏观经济政策合作"提供了可能,而"宏观经济政策合作"则是全球化条件下应对金融危机的新机制。但ECFA和两岸宏观经济政策合作都以"九二共识"为隐性政治前提条件。ECFA的执行和推进,须以两岸"和平协议"提供政治保障,而"和平协议"的核心议题是:台湾摒弃"台独",大陆放弃对台施用武力。两岸的和平发展与合作,将不断推进两岸经济融合与政治磨合,经过长期努力,两岸的和平统一将会水到渠成。这是"两岸和平统一路线图"所期待的愿景。

Cooperation in macroeconomic policy is the new mechanism for handling financial crisis globally.Economic Cooperation Framework Agreement(ECFA) has made possible the cross-strait cooperation in macroeconomic policy.Both ECFA and cross-strait cooperation in macroeconomic policy set the '1992 Consensus' as the tacitly approved political prerequisite.The execution of ECFA should be politically guaranteed by the Cross-strait Peace Agreement,the essential item of which is Taiwan not to seek 'Taiwan independence' and China to abandon the use of force.Hopefully,the cross-strait peaceful development and cooperation can help the two sides to gel economically as well as politically.Through constant efforts,the peaceful unification can be achieved when conditions are ripe.This is also the prospects suggested in the blueprint for the cross-strait peaceful unification.
