“十二五”时期控制煤炭产量的必要性及对策 被引量:3

摘要 党的十七届五中全会通过的《关于制定国民经济和社会发展第十二个五年规划的建议》中明确提出要"合理控制能源消费总量"。作为我国主体能源的煤炭,从2003年起,煤炭生产量和消费量几乎每年都要增长近2亿吨。煤炭的生产的过快增长带来了矿难增加、生态破坏等诸多问题。本文试分析合理控制煤炭产量的必要性,及对煤炭产量进行控制时应考虑的一些因素,对"十二五"时期控制煤炭产量提出若干对策建议。 The 12th Five-Year Programme for China's Economic and Social Development(2011-2015)adopted at the Fifth Plenum of the 17th Central Committee of the Communist Party of China made it clear 'the reasonable control of total energy consumption'.Coal production and consumption increased almost 2 million tons every year since 2003.The excessive production of coal caused more coalmine mishap,ecological destruction,and many other issues.This paper analyzes the need for reasonable control of coal production and some factors that should be considered when implementing,and makes some suggestions on the control of coal production during the Twelfth Five-Year Plan Period.
