Take up the Challenge of WTO-To Optimize Resource Anangement

分析中国石油天然气集团公司炼油化工企业现实存在的矛盾后， 结合中国加入ＷＴＯ后炼化企业面临的新形势， 提出优化资源配置是一项战略性经济措施。详细论证了资源优化配置的原理， 初步给出了中国石油天然气集团公司部分炼油企业原油加工量的优化配置结果。计算了资源优化配置的经济效益， 并简要说明为实现资源优化配置所必须进行的组织结构调整和资产重组。

On the base of analyzing existing problems of the petrochemical factories of CNPC and the future competitive situation after China acceding to WTO (World Trade Organization),this paper concludes that resource optimization is a strategy economical measure.The principle of optimizing resourece arrangement is proved in detail.The optimizing arrangement result of processing crude oil quantity in the part of petrochemical enterprises of CNPC is initially provided.The economical benefit of optimizing resource arrangement is calculated and organization structure adjustment and asset restructure are illustrated in order to meet the need of optimizing resource arrangement.
