石油企业融资策略探讨

Discussion on the Financing Strategy of Petroleum Enterprises

石油行业是资金密集， 项目风险高的行业。如何筹集到成本较低、足够数量的建设资金， 对于促进石油工业的发展具有重要意义。针对石油工业融资的特点， 探讨包括充分利用国内外资本市场改制上市； 拓宽对外合资、合作的领域； 利用国家投资和“第三方” 资金； 采用ＢＯＴ、ＡＢＳ 金融方式， 建立石油产业基金等石油企业多渠道融资的策略， 并提出了需要研究和解决的问题。

Petroleum industry is one of concentrated fund and high hazard.It is very important to collect enough capital investment with low operational cost for boosting development of petroleum industry.Based on the financing characters of petroleum industry,the many approaches are discussed.They are:Reformation of ownership and sale of stock to fully utilized domestic and international capital market;widening field for joint venture and for cooperation;application of investment from state and from the 'third part'.The tactics of multi channels financial including petroleum industrial fund etc.in petroleum enterprises is established by applying the finance way of BOT(Building,Operation,Transfer)and ABS(Asset Backed Security).And problems needed to be studied and to be resolved are proposed.
