美国的政策是影响美国软实力强弱的主要因素;追求国家利益是美国塑造和运用软实力的动因;美国在展现其文化价值观时,如果时机和地点选择不当,或与当地文化相违背,反而会影响美国软实力的发挥,甚至酿成文化冲突和反美主义。在美国软实力的构成中,其政治影响力与文化价值影响力之间存在着分裂现象,这是影响美国发挥其软实力的因素之一。

A variety of factors affect the impact of American soft power in the world.The principal factor is the American policy,and the national interest lies as the driving force behind American soft power.If exercised at a wrong time in a wrong place,American cultural values would face the paradox of undermining the influence of American soft power.Cultural conflicts and anti-Americanism do sometimes stem from American culture itself.Unfortunately,within the American soft power,there is a split between political influence and cultural values.Such a split and mismatch is one of the factors that restrict the development of American soft power.
