Policy for early childhood development, which is a social policy, intends to provide guidance on important issues in early childhood development as well service for children and their families. It should be sustainable in terms of society, politics, economy and human resource. Policy is composed of vision and objectives, activities, management and finance. Policy making demands multi-party involvement and solid basis. Many Asia-Pacific countries have made considerable progress in development of early childhood policies in recent years but still face great challenges in implementation, management and finance.
