合芜蚌自主创新综合配套改革试验区建设中研发转移模式与机制创新研究

Transfer of R&D mode and the mechanism innovation in the construction of Hefei-Wuhu-Bengbu experimental region

合肥、芜湖、蚌埠3地市均把研发转移体系作为是提高区域自主创新和产业竞争力的基础性工程,然而,在研发与转移整体联系性、资源共享平台建设等方面不同程度地存在着缺陷。本文在比较分析产学研一体化、官产学联盟两种研发模式的基础上,以推进官产学联盟为发展方向,提高如何通过官产学联盟模式来促进区域自主创新能力提高的政策建议。

Although the transfer of RD system is regarded as the basic project to improve the regional self-innovation and its industrial competitiveness in Hefei,Wuhu and Bengbu,there are some deficiencies in the integrated connection between the RD and the transfer,the construction of a resources sharing platform and corresponding aspects.On the comparative analysis of the integrated system of production-academy-research and the union of government-industry-academy,this paper points out the policy suggestions about the way to promote the regional innovative ability in the Hewubeng reform experimental region,which is mainly based on and guided by the union of government-industry-academy.
