值此中国共产党建党90周年之际,对党的建设的顶层设计作为一个事关当前和长远发展的重大问题提到全党面前。支撑对党的建设顶层设计的基本理论是起源于系统工程学领域的顶层设计理论及其在党内的应用。党的建设顶层设计的基本方向要着眼、围绕党的建设新的伟大工程展开。党的建设顶层设计的基本指导方针是党的建设科学化思想。党的建设顶层设计的基本方略包括思想建党、制度建党、民主建党、能力建党、责任建党、科学建党。目前已经得到初步公认的党的建设顶层设计之基本方案是十七大对党的建设总体布局的规划设计。

The top layer design of the Party＇s construction should be taken as one major issue which is related to the current and long-term development of the party. The rationale of the top layer design of the Party＇s construction includes the top layer design theory which stems from the system engineering domain and the application of the top layer design theory in the party. The fundamental direction of the top layer design of the Party＇s construction should focus on and revolve around the new great project of the Party＇s construction. The guideline of the top layer design of the Party＇s construction is the scientific thought of the party＇s construction. The essential plans of the top layer design of the Party＇s construction include six parts. At present, the basic Scheme of the top layer design of the Party＇s construction which has already obtained the preliminary recognition is the general plan and design of the Party＇s construction mentioned in the report to the 17th National People＇s Congress of the Communist Party of China.
