After the Russian October Revolution,bureaucratism gradually became one of the banes of the new soviet state regime owing to historic,economic,and social reasons.Lenin not only profoundly revealed its harm and causes,but also put forward the ways and countermeasures to eliminate or overcome the banes,thus making a helping exploration into the consolidation and construction of the new state regime.
