The leading officials in primary Party organizations in rural areas are the backbone to solve the problems facing agriculture,rural areas and farmers in China.Following the secretary of the Party branch of Xiapai village,the Party committee of Nanping City of Fujian Province,by taking ＂institutional innovation＂ as the carrier,taking ＂advancing f irst and drawing back late＂ as the path,taking ＂building the Party organization good at learning＂ as the main means and taking the building of ＂a set of good mechanism ＂as the goal to adopt the way of ＂advancing with joint forces＂,effectively improves the composition of Party membership in primary Party organizations in local rural areas,develops a reserve force which cannot be taken away and enhances the creativity,combat effectiveness and cohesion of primary Party organizations to build a high-caliber leading cadres in primary Party organizations in rural areas.
