行政化:开发区与行政区体制融合的逻辑归宿

Administration Trend during the Integration between Development Zone and Administrative Region

国内许多开发区为了实现"二次创业",近年来纷纷与行政区相互融合,这既与开发区自身发展特点有关,也与其外部压力有一定联系。这种融合对开发区而言有利有弊,尤其是融合后的管理体制行政化过早促使开发区"历史的终结"。如何在与行政区融合时尽量保留开发区既有管理体制优势,成为开发区管理者必须考虑的问题。

In order to achieve the goal of ＂Second Venture＂, some development zones in China have been integrated with administrative region in recent years. The integration is related to the characteristics of development zones themselves, but also the external pressure. And the integration has advantages and disadvantages. The visible disadvantage is the premature recession of development zone. So, the managers should take some measures to preserve the existing institutional advantages of the development zone during the integration with the administrative region.
