能源利用效率测度方法改进模型及实证分析

摘要 随着2009年末哥本哈根会议各国关于节能减排协议的达成,我国正向低碳经济社会转型:即提高能源利用效率、开发新能源、发展可再生能源。同时,绿色国内生产总值评价指标也备受重视。这说明传统的能源利用效率核算方法已经无法适应新形势需要。本文基于传统能源消费弹性系数和能源强度作为度量能源利用效率的测度方法,科学地引入新能源、可再生能源和绿色国内生产总值等评价指标,建立了能源利用效率测度方法改进模型,并对1997-2008年历年数据进行了实证分析,得出结论:绿色国内生产总值在国内生产总值中所占的比重在逐年增大;与传统能源强度和能源消费弹性系数相比,非绿色能源强度和非绿色能源消费弹性系数略小,这表明我国实际的能源利用效率在逐年增高。 Along with reaching the agreement about energy conservation among counties at the Copenhagen conference in the end of 2009,our country is transferring to the low carbon society: enhance the energy efficiency,develop new energy and the regenerative energy.Meanwhile,people has paid more and more attention to the green GDP,which can better explain the fact that the traditional accounting method of energy efficiency hasn't adapted to the requirement of the new times.Our new measurement method of energy efficiency is based on the traditional energy consumption per unit of GDP and elasticity coefficient of energy consumption and scientific introduction of the index such as the new energy,regenerative energy and the green GDP and then we establish the improved model and analyzes the fact by using the data of from 1997 to2008.The conclusion is that the proportion of green GDP accounting for GDP increases every year;non-green energy consumption per unit of GDP and elasticity ratio of energy consumption is low compared to traditional energy consumption per unit of GDP and elasticity coefficient of energy consumption,which proves the real energy efficiency increasing every year.
