环境补偿的主体问题研究

环境补偿本质是要保障物质和能量从经济系统到环境系统对等性、补偿性转移,维持两个系统之间物质和能量的双向流动,从而防止和控制环境问题。从这种认识出发,环境补偿针对的必须是环境而不应是作为环境产权主体的人。本文批评了以人为补偿对象的观点,创造性地提出补偿中间人的概念,认为在市场化运作模式下,补偿者主要应该是企业而不是政府;补偿者、中间人和补偿对象三方面相结合才形成完整的环境补偿主体。

In essence environmental compensation is a process that matter and energy were equivalently transferred from the economic system to environmental system with compensation to maintain the both-way flow between the two systems so as to prevent and control environmental problems.According to the understanding,the environmental compensation should target at the environment rather than human beings as environmental property subjects.This paper emphasized that the compensation object should be the environment rather than the persons who have the property right of environmental resources.And the concept of compensation middlemen was discussed.The paper also thinks that the funds providers should be enterprises,and the subjects of environmental compensation should include the funds providers,intermediaries and compensation objects.
